Immed. ID: You've got the idea, but say where he was installing those new pipes. Also, this reads like two sentences smashed together. You can fix that by adding "when":
Duane La Chance, 55, suffered third-degree burns yesterday while installing new pipes at Springfield Municipal Power Plant when he accidentally touched a 15,000-volt power line.
Delayed ID: Saying "pipe fitter" instead of his name is correct, but make the rest of it more like your first one.
